It could be two aspects of the same thing. [Just a guess, but not something he's entirely unfamiliar with.] Different aspects for different levels of existence.
If you assume the Hunger is some sort of anomaly--that it shouldn't exist in the ways it does--then you can assume reality would have problems handling it. Since Faerun has so many different planes of existence with different rules, those rules would interpret an anomaly like that in different ways. No one aspect is an exact representation, but the more you see, the closer you get to a complete picture.
